Deutsche Bank's chief economist Phil Odonoghoe says Australia's unemployment rate would be much higher without so-called 'labour hoarding’ — a practice where firms hoard workers and reduce their hours instead of sacking them — but the Reserve Bank does not believe labour hoarding is a widespread practice.
